Job Summary

This position oversees the development and administration of programs specifically focused on workforce development, military needs, workforce skills gap, and grant administration. This position also ensures fiscal solvency of programs.

Minimum Qualifications

Master’s degree from an accredited university in a business administration, higher education, occupational and technical education or other related field of study. Prior working experience developing and operating a self-supporting revenue generating unit; including open enrollment and contract training. Considerable experience working with business and industry stakeholders. Considerable experience developing, implementing and planning customized training programs and events. Considerable experience developing workforce training for business and industry. Considerable experience with planning, budget management and supervision. Considerable experience in assessing priorities, focusing resources, and maximizing revenue. Considerable experience in generating revenue sources using external funding including grants and gifts. Considerable experience collaborating with faculty and other experts in academic colleges from all disciplines to provide workshops, training, and consulting services to employers, workforce development, and professional groups. Considerable experience developing and implementing innovative educational programs to address the needs of a particular industry, organization, or niche market. Considerable experience developing online programs and use of new educational technologies. Considerable knowledge of trends, issues, and accepted practices relevant to workforce development and executive training market/industry. Considerable knowledge and use of Labor Market information and employment trends. Considerable knowledge of accredited and/or certificate program instruction and delivery methodologies, the organization, market and business strategies. Strong analytical and problem-solving skills. Excellent oral, written, presentation, and interpersonal communication skills. Strong entrepreneurial skills. Skill in using business software systems in the completion of work assignments (i.e., Word, Excel, Access, PowerPoint). Demonstrated ability to develop business plans, cost and revenue estimates, and risk analysis for current and proposed initiatives. Demonstrated ability to apply basic accounting and develop financial revenue and expenditure projections for a self-sustaining unit. Demonstrated ability to analyze, develop and implement multi-year budgets and business plans. Demonstrated ability to develop and promote marketing initiatives to foster the growth of Continuing Education and Workforce Development programs. Demonstrated ability to develop partnerships and procure necessary resources. Demonstrated ability to prioritize and manage multiple projects that require demonstrated leadership ability in an environment of rapid growth and change. Demonstrated ability to analyze situations quickly and objectively and to determine proper course of action. Demonstrated ability to effectively communicate with a wide range of individuals and constituencies in a diverse university community.

Preferred Qualifications

Doctorate degree from an accredited university. Considerable experience managing complex budgets and leading personnel in a higher education environment. Some experience with Banner, PeopleSoft or similar systems. Prior experience demonstrating community involvement and leadership. Considerable experience with conference service management and support including developing and managing business practices associated with conference activities and awarding of CEUs. Considerable experience assisting military and their dependents with educational needs.
