Job Summary

Responsible for supervising the administrative services of a large academic department within a school OR college OR non-academic department (program). Typically reports to a manager. Administrative services include all or some of the following functions: IT, facilities, student services, contracts and grants, budgetary financial management and / or human resources. Supervises support and / or professional staff.

The Assistant Division Manager/Administrative Operations Manager (ADM) is critical to the daily operations of the Cardiology Division. The incumbent works under general supervision of the Division Manager to oversee the HR and academic support operations of the division.  The ADM acts as "second in command" to the Division Manager in all aspects of Division administrative operations, and acts in place of the Division Manager during his/her absence.  The ADM supervises the Personnel Operations Manager, and the Academic Office Manager (who manages four Academic Administrative Analysts).  This position provides direct division-level HR support covering faculty.  This position provides back-up/overflow support to the Personnel Operations Manager for division-level HR support covering Non-Faculty Academics, Postdocs, Staff, Visitors, Volunteers, etc. 

Responsible for leading development and implementation of optimal workflows and facilitating collaboration and sharing of best practices within the Division for related workflows and/or activities.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

Department Description

The Department of Medicine is the largest department in the UCSF School of Medicine. To advance health, the Department of Medicine develops and supports innovators in patient-centered care, scientific discovery, medical education and public policy across 5 main sites (Mission Bay, Parnassus, ZSFG, VAMC, and Mt. Zion) and 39 divisions.

The Division of Cardiology is one of the largest clinical, research and training divisions of the Department of Medicine (DOM) at UCSF. 

Within the Division are sub-specialty sections for:  General Cardiology; Adult Congenital Heart Disease; Advanced Heart Failure, Transplant, and Pulmonary Hypertension; Cardiac Electrophysiology; Cardio-Oncology and Immunology; Critical Care Cardiology; Echocardiography and Cardiac Imaging; Interventional Cardiology; and Preventive Cardiology. 

The Division runs several clinical practices in multiple sites, conducts basic and clinical research, and educates medical students, residents, clinical fellows and postdoctoral scholars through ACGME as well as non-ACGME training programs. 

There are 8 fellowships in the Division:  General Cardiology; Adult Congenital Heart Disease; Advanced Heart Failure and Transplant Cardiology; Cardiac Electrophysiology; Cardio-Oncology and Immunology; Echocardiography and Advanced Imaging; Interventional Cardiology; and Structural and Valvular Interventional Cardiology. 

In addition, the Division has significant and complex financial and administrative relationships with the Department of Medicine (DOM) and the UCSF Health System.  There are large patient care programs in the sections noted above, as well as large clinical, Federal, and privately supported research programs and 7 faculty laboratories.  The Division currently expends over $35 million per year in pursuit of its clinical, research, training, and service missions. 

The Division has over 200 personnel.  Of note, there are:  74 faculty (including 2 VCF and 1 MSP physician); 13 non-faculty academics (excluding WOS and visitors); 38 clinical fellows; 8 postdocs; over 65 research support staff; and 12 staff centrally for fellowship support, non-sponsored finance, HR, digital communications, and faculty administrative support.

While the Division is primarily split between the Parnassus and Mission Bay campuses (several locations), fellows have rotations at the Zuckerberg San Francisco General Hospital and the San Francisco Veterans Affairs Medical Center, and there are clinic sites in Chinatown and downtown San Francisco (Daniel Burnham Court) as well as in Berkeley, Fremont, Marin, Modesto, Salinas, and San Mateo.


Required Qualifications

  • Bachelor’s degree in related area and 5+ years of progressive academic and financial management experience, encompassing financial management, strategic planning. organizational development, human resource management, administrative analysis and operations research which includes 3+ years of lead/supervisory/management experience and / or equivalent experience / training
  • Solid knowledge of University rules and regulations, processes, protocols and procedures with a focus on personnel management within labor contract(s) and personnel policy
  • Solid knowledge of common organization-specific and other computer application programs, programs, including Word, Excel, Adobe Acrobat, PowerPoint, and Advance
  • Solid interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising, and counseling to effectively motivate others.  Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations. Interpersonal skills to effectively lead, motivate and influence others and to develop and maintain high standards of customer service
  • Solid skills to quickly evaluate complex issues and identify resolutions
  • Solid organizational and customer service skills to effectively manage multiple priorities
  • Solid knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll
  • Demonstrated skills in employee supervision and HR administration
  • Ability to use discretion and maintain confidentiality
  • Solid knowledge and understanding of internal control practices and their impact on protecting University resources
  • Excellent skills to work collaboratively and act persuasively in sensitive situations, skills in conflict management techniques
  • Excellent project management skills, with demonstrated commitment to project quality and to meet deadlines.  Demonstrated experience in managing large and complex projects from inception to completion on schedule Ability to prepare and present complex quantitative analyses, including financial projections and budgets         

Preferred Qualifications

  • UCSF Cardiology Division experience, or similar
  • Experience with HR from the division/department perspective
  • 4 years of experience in a role formally designated as a supervisor/manager with direct reports, in an office (academic or medical preferred) environment
  • Thorough knowledge of human resources policies and procedures for faculty, non-faculty academic, postdoc, staff, and WOS employees
