Responsible for the university’s oversight activities associated with charter contract compliance and enforcement in the area of public school accounting and finance. This includes conducting reviews of educational service providers (ESP Agreements), lease agreements, financing documents and other related operating documents. The position is also responsible for ongoing analysis of each academy’s financial condition/performance and providing training and support in those areas.
Required Qualifications
Bachelor’s degree, preferably in accounting or finance.
One year of related professional experience.
Ability to assist in the management of multiple assignments while balancing competing priorities with attention to detail.
Excellent verbal and written communication skills.
Ability to perform the essential functions of the position with or without reasonable accommodation.
Preferred Qualifications
Knowledge of/experience with governmental accounting standards.
CPA certification.
Knowledge of charter schools/public education.
Auditing experience.
Experience working in a business management or accounting capacity at a public school.
Duties & Responsibilities
Analyzes academy financial documents to determine compliance with the charter contract and applicable law.
Analyzes the academy fiscal viability through review of related financial documents.
Provides feedback and updates on best practices to the academies.
Responsible for working with boards and management to educate them on their fiduciary roles and responsibility.
Develops and provides individualized training for academies.
Attends academy related meetings and presents financial information.
Reviews board meeting minutes and materials.
Works with academy staff and/or board members to address financial viability concerns and/or noncompliance with the charter contract and applicable law.
Provides fiscal analysis to assist Center leadership in developing academy plans to strategically address each academy’s specific situation.
Obtains, reviews and monitors deficit elimination plans in conjunction with MDE as needed.
Develops working relationships with finance contacts for assigned academies and is a resource to address and support specific needs.
Takes a leadership role on the review and development of the finance reports and provides related technical assistance to academies.
Participates in programs/conferences to disseminate best practices for training of academy staff and/or board members.
Reviews state and federal authoritative guidance (legislation, MDE memos, etc.), provides assessment to Center leadership and disseminates to academies.
Participates in Center meetings and provides assessment on academy fiscal issues.
Provides fiscal analysis for each academy to assist in contract amendment and reauthorization decisions.
Routinely reviews and updates business processes to increase efficiency and effectiveness.
Maintains fiscal resolutions related to State Aid in conjunction with internal administration.
Monitors schedule of ESP agreement expirations and interfaces accordingly with appropriate academy personnel.
Performs review of ESP agreements for compliance with ESP policies and recommends appropriate changes.
Notifies internal staff of ESP changes/updates for amendment and reauthorization purposes.
Through the review of ESP agreements, provides recommendations to the board and management based on best practices.
Coordinates long- and short-term financing processes.
Performs reviews of long-term debt.
Coordinates legal reviews of ESP agreements and financings, as applicable, with external counsel.
Finalizes internal documents and maintains financing/intercept files.
Monitors schedule of lease agreement expirations and interfaces accordingly with appropriate academy personnel.
Performs review of lease agreements; follows-up as needed.
Notifies internal staff of lease changes/updates for amendment and reauthorization purposes.
Coordinates academy and ESP insurance processes.
Identifies policy irregularities and interfaces with senior leadership and legal counsel, follows up with academies as needed.
Provides Director of Fiscal Performance & Accountability with status updates and recommendations for leadership consideration.
